A Greater Vision for the Penn Neighborhood



Amending the current Penn GPP opens the door to a new, vibrant neighborhood for New York City residents, commuters, and visitors alike.

By amending the GPP, we can secure:

  • Thousands of additional, mixed-income housing units
  • New, world-class public realm in the form of a park similar size to Bryant Park’s open lawn
  • Restored hotel rooms previously razed within the current GPP, plus new flagship hotels
  • Mixed-use development that combines retail, hotels and office space alongside housing
  • Improved public safety in the area through neighborhood-wide beautification

Additional Greater Penn Plan Highlights:

  • This vision notably does not rely on eminent domain, and instead would work with all existing landowners to ensure a mutually-beneficial future for the area that benefits all
  • With a plan that includes housing and public realm benefits, we could immediately begin construction, unlike the stalled luxury office buildings. Jumpstarting smart development in the Penn area will also employ thousands of unionized workers.
